Mr. Hideki IWABUCHI (born in 1972, Japanese national) is Director, Office of International Planning, Higher Education Bureau, Ministry of Education, Culture, Sports, Science and Technology (MEXT) of Japan. His current role covers a series of programs for the internationalization of Japanese universities, such as Top Global University Project. He has various job experiences in the Government of Japan, including Secretary to the Minister of State (Cabinet Office), Director for the Office of Basic Research Programs (MEXT), and First Secretary at the Embassy of Japan in Korea. After his mission as a diplomat in Seoul, he contributed to several educational activities (he had worked as a visiting researcher at the Research Center of Korean Studies, Kyushu University), and he also wrote a book on Korea, titled "How Korea Fosters Global-minded Human Resources" published by Kodansha Co. in 2014. He graduated from the University of Southern Denmark (Master's degree in International Management) and from Tokyo Institute of Technology (Master's degree in Engineering).

Dr. Kiyota Hashimoto, Lecturer, Prince of Songkla University, Thailand
Kiyota Hashimoto works at Faculty of Technology and Environment, Prince of Songkla University Phuket Campus, Thailand. He originally obtained his B.A. and M.A. in Linguistics from Kyoto University, Japan. After the doctoral course, he started work as assistant professor at Seiwa College, Japan in 1995, to teach linguistics and English, and also went on to another doctoral course on information science at NAIST, Japan, where he obtained his Doctor of Engineering. He moved to Osaka Women's University, Japan, and later to Osaka Prefecture University, Japan, as professor both in linguistics and computer science until 2015. During his career in Japan, he had also been in charge of many curriculum and department reforms, as well as faculty development, international relations, and other administrative tasks. Since 2015, he moved to Thailand, first to Asian University where he was director of Continuing Education and Research Center, and then to Prince of Songkla University. His primary research area is natural language processing and artificial intelligence, as well as other areas including education engineering and language education pedagogy. As well as research and education, he has contributed as editor-in-chief, associate editor, etc. for international journals and various chairs for international conferences at IEEE, IEEJ, IIAI, ICIE, to name a few.
Globalized 21st Century of Higher Education and Dilemmas in Mutual Innovations through International Exchange
These two decades saw the most radical changes in higher education in almost every country. First came the re-definition of higher education, then the globalized market of education with various rankings. Together with the societal changes to the unexpected and unknown, 21st Century skills have become the focus of higher education, though professional training has also been more expected as tertiary education. The globalized 21st Century urges higher education to be more globalized and standardized. More international relations have been sought, more commitment to online, or open, learning have been besought, and the ever busier life has been brought both to staffs and students. And what will and should come next? In this talk, the state-of-the-art in international exchange in the Asian region is briefly sketched, which will make clear that there has been dilemmas in mutual innovations which has been a motivation for them. Based on such official records, the speaker, from a more personal and real viewpoint, discusses situations in Thailand and Japan where he experienced the both sides of giver and givee. Some guidelines are finally presented for international exchange for better fruits for both universities involved and for higher education in general.
Mr Tsoi Mun Heng is the Vice President for Planning at the Singapore Institute of Technology (SIT). His responsibilities include strategic planning, enterprise risk management, organisational excellence and safety and health. He is also involved in the planning for campus development. Prior to this, he was the Senior Director for Academic Analysis and Planning, covering the planning and coordinating new academic programmes and resources, and managing performance, risk and quality in the Academic Group of SIT.
From 2011 to 2013, he was the Director of the Energy and Environment Research Directorate at the National Research Foundation Singapore, developing and implementing R&D programmes and innovative solutions to meet the challenge of achieving energy resilience and sustainable growth for Singapore.
He holds a Master of Science in Aeronautics and Astronautics from Stanford University and a Bachelor's degree in Mechanical Engineering from the National University of Singapore.
Danny Wong Tze Ken is currently Director, Global Planning & Strategy Centre, University of Malaya. He is also Professor of History at the Department of History, Faculty of Arts and Social Sciences, University of Malaya where he teaches history of Indochina and Southeast Asia. His research interests include history of Champa, Sabah and the Chinese in Malaysia. He was Visiting Research Fellow at the Center for Integrated Area Studies, Kyoto University (2010), Visiting Scholar at Magdalene College, Cambridge University (2008), Visiting Lecturer at Ecole des Hautes Etudes en Sciences Sociales (1998) and Visiting Professor at the Asia-Europe Institute (2008-2011). Among his publications are: The Nguyen and Champa during 17th and 18th Century (2007), Historical Sabah: Community and Society (2004), The Transformation of an Immigrant Society: a Study of the Chinese of Sabah (1998) and Vietnam-Malaysia Relations during the Cold War (1995). He is also Director of the Institute of China Studies and Head of the Malaysian Chinese Research Centre, University of Malaya.

Thomas Chow is the Assistant Director for Planning at the University of New South Wales (UNSW) Sydney. In this role, Thomas leads a team responsible for statutory reporting, survey data preparation, and student load planning; and provides strategic advice to members of the university's executive team. In addition, he is currently managing initiatives to enhance the quality of planning and student load projections through the implementation of bespoke IT applications and innovative data-driven reporting solutions.
Thomas has experience in analytics, systems implementation, and management roles in the Australian Higher Education sector and holds a Bachelor of Science (Mathematics) from the University of Sydney. Prior to his current role, Thomas was the Manager for Systems & Reporting at UNSW's Graduate Research School and has held a variety of reporting, analysis, and project coordination roles at the University of Sydney.
After completing a BEd teacher training degree, Helen started her career teaching in a secondary school and subsequently in the higher education sector. After seven years in the classroom, she moved into a management and administration role in which she was part of a senior management team running a large department. In the last decade, she has worked in three president's offices, primarily gathering, analysing and reporting on educational and institutional intelligence for academic, strategic and financial planning purposes. A pedagogically-informed administrator, Helen ensures that data is holistically considered by incorporating academic, administrative and professional perspectives.

He earned his Ph.D. in education from The University of Tokyo Graduate School of Education in 2014, working on topics in the history of philanthropy and the U.S. higher education, and the evaluation of the effect of tax policies on higher education. He was a research fellow of the Japan Society for the Promotion of Sciences from 2012 to 2014 and a postdoctoral fellow at National Graduate Institute for Policy Studies from 2014 to 2016, and then assumed the present post. His current research interests include philanthropy and fundraising in higher education, comparative studies of strategic planning of universities.

Dr (JD). Guuk Bu is the president of Y’sU (formerly Youngsan University) in Korea. He has been with Y’sU as president for 16 years.
He is a nationally known lawyer and served the nation as judges at different regional and national level law courts for two decades before being appointed as the president of Y’sU in 2001. He is the former chairman of Korean Council for University Education (KCUE), a national level association of Korean universities, and the incumbent Chairman of Korean Association of Private University Presidents. He also currently serves Gyeongsang Province as Chairman of Advisory Committee. He received his B.A. & M.A.(JD) in law from Seoul National University in the area of civil law in 1974 and 1979 respectively. He also received an honorary doctoral degree in law (LL.D.) from Hanyang University in 2001.
Dr. Euiho Suh is a professor at Dept of Industrial & Management Engineering of POSTECH and the committee chair of UEMC(University Evaluation & Management Committee), the committee for POSTECH's global visibility and rankings. He is also president of URFK (University Ranking Forum of Korea), a nation-wide forum with 30 top universities' participating.
He is a nationally and globally known scholar in university competitiveness and global visibility/rankings. He is an active participant and presenter at the conferences such as IREG, QS-APPLE/World Class, THE summits, NAFSA, and APAIE with special interests in university rankings and global visibility.
Dr. Suh has been the ranking/visibility adviser to several foreign universities including TEU-Dresden(Germany), BJTU(China), Tokyo Tech(Japan), UBD (Brunei), etc., and Korean universities including U of Ulsan, Sejong U, HUFS, DGIST, etc.
He is the former Special Advisor of External Relation to President Baik Sunggi (2007-2011) of POSTECH, the world 28th ranked university by Times Higher Education in 2010. He is also the former chair of Globalization Committee of POSTECH and has lead the POSTECH's globalization in different capacities by assessing POSTECH's outside evaluation & visibility to coordinate the management strategies.
He received his B.S from Seoul National University, M.S.'s from KAIST and Stanford University in industrial engineering and management sciences. He also received his Ph.D. in management of information and technology from the School of Business of University of Illinois, Urbana-Champaign. Before joining POSTECH in 1989, he taught at Tennessee Tech and Oklahoma State University in USA as a full-time faculty member.
Aleksey Romanov, was born 18 of January in 1983, Krasnoyarsk city, Russia. Since 2012 is Deputy Vice-rector for research and international cooperation of Siberian Federal University (the biggest University from Ural Mountains till east coast of Russia; top 15 Russian Universities; QS Stars 4, THE 800+). Responsible for research directions, establishing and support of international collaboration activities; innovations and technology transfer. Has an extensive experience in management and participation as a researcher of scientific and academic integration projects. The main expectation of participation in the HEPA 2017 is establishing links for cooperation with Asian partners in the grant programs and technology transfer projects.

Miho Funamori is an associate professor at the National Institute of Informatics (NII). Having worked at the University of Tokyo as an institutional researcher the last ten years, she is knowledgeable in university management and international higher education policies. She has drafted the internationalization strategy (2005-10), has analyzed citations for research competitiveness (2010-13), and has supported the undergraduate education reform at the University of Tokyo (2013-16). During this course, she steadily observed the international higher education sphere. Her report “The Internationalization of World-leading Universities (2007)” is still regarded as a bible for the Ministry of Education (MEXT) and university strategic planning for top research universities.
At NII, which has the function to provide academic information services and IT infrastructure to all Japanese universities, she is working on Open Science issues. Open Science is considered to be the new way of doing science and research in the digitally networked society. She is trying to fit this new concept to the university strategy.
Dr. Alison Lloyd is Director of Institutional Research and Planning at The Hong Kong Polytechnic University. Working closely with senior management, she leads a unit that is responsible for strategic planning, performance monitoring, institutional research, and analytics. In addition, she oversees the University's participation in international rankings.
She was previously Associate Dean (External Relations and Development) of the Faculty of Business at The Hong Kong Polytechnic University. She led internationalisation, the branding and marketing of all programs, student development and alumni relations. The Faculty of Business is one of the largest business schools in the Asian region. During her tenure as Associate Dean she spearheaded a number of international strategic alliances. She has been an award-winning educator at the University and her research interests lie in branding, retailing, and services marketing. Her work has been published in notable academic publications including Journal of International Business Studies, Journal of Services Marketing, Tourism Management and others.
Prior to joining The Hong Kong Polytechnic University, Alison worked as a Management Consultant with Deloitte and later moved on to being Principal Consultant in a business consulting firm in Hong Kong. She has previously worked on consulting engagements in the areas of strategy consulting, business process review and improvement, design and implementation of corporate performance management frameworks and change management for both private and public sector organizations in Hong Kong and Asia.
Alison serves on a number of advisory boards and steering committees including the Hong Kong Brand Development Council, and The Investor Education Centre. She is a Director of the Fair Trade Hong Kong Foundation.
Dr. Maggie Zhao is currently Director of Teaching and Learning Evaluation and Measurement Unit at The University of Hong Kong. She directs and oversees all operation, project and research activities conducted in the Unit, which has a main function of providing evidence-based supports for the University's teaching and learning strategy, quality assurance and quality enhancement.
Maggie earned her doctorate in Psychometrics and M.S. in Statistics both from University of Massachusetts. Prior to joining HKU, Maggie worked as a psychometrician for Educational Testing Service (ETS) and contributed to several other assessment organizations in the United States. With professional practices in both academic setting and non-profit educational organizations for almost ten years, Maggie has obtained extensive experience in leading large-scale educational projects in support of quality assurance and enhancement, and has built up her proven ability in developing innovative solutions for assessment and evaluation in higher education. Her work has been published in refereed journals and scholarly books and widely disseminated in conference presentations and invited talks, such as, Encyclopedia of Statistics in Behavioral Science, Assessment, Research in Higher Education, and Self-directed Learning Oriented Assessments in the Asia-Pacific.
Kin-Leong Pey is currently the Associate Provost (Education) and a Professor at the Singapore University of Technology and Design. Kin-Leong was appointed by the Singapore Ministry of Education to take up the current SUTD position in 2010. He was previously the Head of the Microelectronics Division, Director of the Nanyang NanoFabrication Center and Director of the Microelectronic Centre in the School of EEE at the Nanyang Technological University. A senior member of IEEE and an IEEE Electron Devices Society Distinguished Lecturer, Kin-Leong was the General Chair of IPFA2001, Singapore and the co-General Chair of IPFA2004, Taiwan. Kin Leong is a Fellow of the ASEAN Academy of Engineering & Technology. He is an Editor of IEEE Transactions on Devices and Materials Reliability. Kin-Leong has published more than 170 international refereed publications, 175 technical papers at international meetings or conferences and 3 book chapters, and holds 37 US patents. Kin-Leong has graduated 30 PhD and more than 15 Master theses.
CloseDr. Yan DING is Associate Professor of the Research Institute for Higher Education and serve as the Vice Director of the Center for Faculty Development (CFD), Fudan University. Her research interests include faculty development, evaluation of teaching and learning, internationalization of higher education. She has authored and translated three books, and published more than thirty papers in Chinese and Japanese journals. She also brings academic leadership credentials to this position. The CFD of Fudan University was selected as one of 30 National Demonstration Centers by the Ministry of Education in 2012 and now the Center is ranked among the top faculty development centers in China. Dr. Ding is also positively involved in the national faculty development undertakings. She is the member of the Academic Committee of the Chinese Higher Education Development Network (CHED), which is the biggest association in faculty development field in China.

With over 20 years' working in the higher education sector, Tracey has wide ranging experience across many aspects of university management.
As Deputy Director of Planning and Performance Measurement at ANU, she oversees international rankings, institutional performance, student evaluations, strategic planning and competitor analysis.
Previous positions include Deputy Director, Research Performance and Analysis and Faculty General Manager (Arts) at the University of Tasmania where she oversaw ten schools. Her extensive experience includes budget management, institutional performance improvement, strategic and operational planning, international recruitment and partnerships, policy development, benchmarking and leading an institutional submission for ERA. She has also spent time at some of the top institutions in the world, including Harvard and Oxford, investigating operational practices.
She holds a Master of Business Administration (MBA) and has held various elected appointments to Boards and Committees, including State Chair of the Association for Tertiary Education Managers and member of the QS Ranking Advisory Board. Soichiro Aihara is currently Professor at Center for Educational Innovation, Shibaura Institute of Technology, and Doctor Course Student at Graduate School of Integrated Frontier Sciences, Kyushu University. He is responsible for IR (Institutional Research), self-studies for accreditation, and serve as many committee member. Gan Hup TAN is an educator at heart. A Chemist by training, Gan Hup taught Chemistry to pre-university students before heading the Science department in a Singaporean high school. He was also responsible for tertiary education policies in his days at the Higher Education Division, with the Ministry of Education, Singapore and was responsible for the conceptualisation of the Singapore Institute of Technology in 2008.
Currently, Gan Hup's work focuses on how physical context and curriculum can be combined to create authentic interactions and enhanced learning. As the lead for SMU-X, the flagship initiative for the Singapore Management University, he pushes a movement towards more active participation and hands-on, project-based learning in real-world settings, away from the didactic or purely virtual. He also looks at space innovations, especially out-of-classroom environments as they support active learning. As part of his portfolio, Gan Hup looks at the creation of collaborative community spaces for students and university stakeholders which allow the bridging of industry and academia and at the same time cater to the learning habits of the millennials.
Michael Fung is the Group Director (Planning Group) and Chief Data Officer at SkillsFuture Singapore (SSG). He leads the strategic and resource planning functions, and also oversees the data governance, management, and reporting practices at SSG.
Michael is concurrently Senior Advisor to the Office of the President at the Hong Kong University of Science and Technology (HKUST). He held previous roles as the Director of Planning and Institutional Research at HKUST, and as the Director of Strategic Planning and Quality Assurance at the Singapore Management University (SMU).
He was formerly a Deputy Director at the Singapore Ministry of Manpower (MOM), and held various senior positions at the Infocomm Development Authority (IDA) and the National Computer Board (NCB) of Singapore.

Dr. Pitambar Gautam is engaged in bibliometric analysis of research performance and ranking indicators at Hokkaido University. Mr Chan Kwong Lok is the Chief Planning Officer and Registrar in NTU. As Chief Planning Officer, he oversees university level policy and planning, board and corporate governance. His portfolios include enterprise risk management, institutional statistics and personal data protection. As Registrar, he oversees the provision of student and academic services as well as library services.
Prior to joining NTU in January 2008, Mr Chan has extensive experience in defence R&D, industry policy, business development, consulting, corporate performance, IT systems, organisation development and change leadership throughout his 30 years in various technology organisations in Ministry of Defence (MINDEF) Singapore.
